The Exchange 2003 that comes with Windows Small Business Server 2003 (SBS 2003) is not ready for syncing with Android and iPhone sexiness, out of the box. Installing Service Pack 2 for Exchange fixed it for me! Of course, install SP2 for Server 2003 while you're at it.
