I got this message today on a customer's computer: "Cannot start Microsoft Outlook." It worked fine under a new user profile. That meant the Outlook Profile in the registry was corrupt. I solved it by deleting this registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles
Note - consider your situation first before deleting this registry key. Outlook will create a brand new default profile on the next start, which means all the settings must be re-entered and a new PST/OST will be created depending on the type of account you setup.
